SUMMARY

28 years of municipal government experience, 20 years as City Manager combined in two cities. Broad knowledge and experience in Budgeting, Public Works project management, Economic Development, Local Revenue Measures, Community Policing, and Public Outreach.  Substantial involvement in regional leadership in the Gateway Cities Region and within Contract Cities.

EXPERIENCE

  • Director – Tripepi Smith and Associates (March 2019 – Present)
    • Provide Business Development services and Executive Outreach to public and private sector clients
  • City Manager – City of Norwalk (2011 – 2017)
    • Managed all aspects of City serving 110,000 residents, including 9 functional departments one of which was a Municipal Transit Operator serving 7 cities. Served as Executive Director of the Norwalk Redevelopment Agency.
    • Managed Budget of $130 million, including $42 million general fund.
    • Successfully Implemented sewer master plan and associated sewer fees through comprehensive public outreach and education.
    • Implemented water system infrastructure plan and successfully issued water bonds to fund projects.
    • Worked with local congressional office to have Air Force transfer 15 acres of federal land to the City for park expansion.
    • Worked with County Supervisor’s office and school district to expand and completely rebuild municipal golf course to open the Don Knabe Golf Center and Youth Academy
    • Successfully negotiated and implemented the expansion of local Costco to include gas station.
    • Successfully negotiated development of Norwalk Fitness Center to include LA Fitness, Chick-fil-A and Panera Bread. Development includes outdoor entertainment area and seating along with additional spec retail.
    • Initiated an update of the City’s Utility Users’ Tax to comply with new state law, it was overwhelmingly approved by voters.
    • Implemented multiple energy upgrades throughout a variety of City facilities, received Platinum Level Beacon Award recognition for Sustainable Best Practices Activities
    • Developed numerous public art projects.
  • City Manager – City of Bellflower (1997-2011 )
    • Managed all aspects of City serving 77,000 residents, including 5 functional departments. Served as Executive Director of the Bellflower Redevelopment Agency.
    • Managed Budget of $51 million including $27 million general fund.
    • Developed a 2.5 mile Class I bikeway spanning from the east City boundary to the west boundary on an abandoned railroad right of way
    • Developed multiple passive park facilities
    • Brought in and opened the initial Los Angeles County Fire Museum
    • Achieved Helen Putnam Award for mobile neighborhood recreation program
    • Developed numerous public art projects
    • Implemented City Beautification Plan
  • Various Progressively Responsible Management Positions – City of Bellflower (1989 – 1997 )
    • Implemented City’s comprehensive Community Policing Plan including the opening of a local Sheriff Station.
    • Lead the implementation of a local Utility Users’ Tax approved by voters and subsequently reapproved when modified to comply with new state law.
    • Managed development of expanded Aquatics Center with new outdoor competition pool.
  • Various Management Positions in sales (NCR Corporation) and food service operation (R&M Foodservices) (1982 – 1989)
